Rebuilding a bathroom in the same position in a Dubai villa rarely needs a municipality permit; moving the WC, the drain or the wet-area footprint does. Every tower in Dubai requires a building-management fit-out NOC for wet works regardless of scope, with contractor insurance and, in most cases, a refundable deposit. We lodge the NOC, carry the insurance and recover the deposit on your behalf at handover.

In a tower, yes — building management requires a fit-out NOC for any wet work. In a villa, only if you move the WC, drainage or the wet-area footprint, which triggers a Dubai Municipality permit.
